Hi everyone - update re the Lost Groove music festival that took place from Friday 18th to Sunday 20th July 2025 on Broad Road, a few people have asked whether this was discussed by the Parish Council. As the clerk to Monxton PC I can confirm that we were not made aware of this event beforehand. It only became apparent to the PC that this event was happening on the day of the event commencing by way of an email to the chair of the council and myself from a concerned resident who had received a leaflet through the door the evening before. I have managed to speak to someone in the licensing team at Test Valley BC who confirmed that an application for a Temporary Event Notice was received from the organisers in April and as per protocol passed to the relevant departments at both Hampshire Police and Environmental Health at that time. After some initial concerns re potential noise from Environmental Health the organisers were asked to put in place a Noise Management Plan - this was submitted and the application was approved and a Temporary Event Notice was granted in May. One part of that noise management plan was that a leaflet drop would take place before the festival to advise potentially affected neighbouring properties of the event happening and contact details for the organisers both in the lead up to and during the event.

I was advised that, as a matter of courtesy, the Parish council should have been made aware when the temporary event notice was granted. This didn’t happen. If it had we could have made residents aware beforehand.

It seems that only a very small amount of the village were advised of the event by way of the leaflet drop and that this certainly didn’t extend into Amport.

Going forwards it seems that a discussion needs to be had between the parish council and Test Valley re the lack of communication on this both from themselves and also from any organisers of such events who maybe need to reassess their noise management plan procedures when considering the area of neighbouring properties that may be affected when notifying people of the event happening.
